Traceability Systems:
Searching for the Optimal Traceability Model.

In an address to the global ID TECH Food and Livestock Traceability Conference & Trade Fair in Dallas, Texas [http://www.idtechex.com/] It has been recommended that a 5 year sunset clause be part of a traceability system. Wondu Holdings Director, David Michael, said more care was required in designing traceability systems to ensure they enhanced industry competitiveness and delivered outcomes that users are willing to pay for. One thing that is certain with a traceability system is that it will not perform exactly as we expect, probably less than expected, for a while, sometimes a long time. The learning curve will be steep if we are managing it well and flat if we are

ignoring performance and clients. The system needs to be under constant review to ensure it is keeping abreast of new technology and user's willingness to pay. The organisational structure needs constant review. What is a compulsory system today may or should be a voluntary, privately owned system tomorrow. A good traceability system today may be obsolete in 5 years. The presentation was part of research that Wondu is doing to define requirements for traceability systems in livestock industries.

Biodegradable Plastics: The Potential for Australian Potato as an input for biodegradable polymers.'

We are looking for supply chain operators to participate in a trial of starch potato seed, which would ultimately be part of a new starch processing plant. Agricultural Competitiveness Project of Kazakhstan. Project Manager, Policy Analyst and Project Coordinator for the World Bank funded identification mission on the Agricultural Competitiveness Project for the Ministry of Agriculture in the Republic of Kazakhstan. Team of 5 international and 5 local consultants. Examines measures and programs to improve sectoral competitiveness and identifies programs to create competitive research activitiy through a Competitive Fund for Agricultural Knowledge & Technology Adoption; improved Rural Technology Advisory Services; an improved Marketing and Information System; improved Quality Management; and Institutional Development to support specific measures.   Pharmaceutical, Nutraceutical and Industrial Products from Natural Plants and Materials'. This publication was released in 2000.

Bioplastics: The Potential for Agriculture to Supply Materials'.
This publication was released in November 2004 and can be sourced electronically from the Wondu Bookstore (return to the index page). It is a comprehensive report on the potential for agriculture to supply raw materials for production of bioplastics. EOI for Orders of the Bioplastics Report can be sent to: Information and Orders. The 250 page bioplastics report is one of the most critical assessments ever undertaken of the bioplastics industry. While the report contains a vast review of what research is happening and the types of products that are being developed its main value is in the strategic perspective of the overall plastics and bioplastics industries, examining which raw materials look to have a future in bioplastics supply chains and how a bioplastics industry might be organised from research through to supply chain structures..

International Competitiveness Improvement

International competitiveness has never been more important as globalization and new technology shrinks distances between markets and competitors. Improved international competitiveness is anchored more often than not in continuous improvements in productivity. Achieving continuous improvement in productivity is a challenging, but very rewarding target. With it comes to growth and prosperity which enables higher living standards and poverty reduction.

The two most frequently used databases for measuring competitiveness are the World Economic Forum and the World Bank’s Doing Business. Transparency International’s governance and corruption indexes play an important supporting role, especially for countries that have weak institutions. While there are a number of pillars to the competitiveness framework the four that stand out most frequently are: Institutional strength; Infrastructure; Macroeconomic stability; and Microeconomic performance. Countries that get these four pillars of competitiveness performing well can look forward to sustained growth and prosperity.



Assignments Include: International Competitiveness Advisor in the Uganda Ministry of Finance for the World Bank’s Private Sector Competitiveness project- deals with competitiveness method, capacity building in Ministry (from micro-economic to tax policy and governance), support for the Presidential Investor’s Round Table and coordination of development partner activity. Also facilitated the establishment of Harvard University’s affiliate program on the microeconomics of competitiveness with Makerere University in Uganda. Numerous other assignments involving improved sectoral competitiveness.

 
Public Private Partnerships

For countries that are interested in achieving sustained high rates of economic growth and prosperity there is possibly nothing more important from a strategic perspective than investment. Investment is both a direct source of growth and indirect source (because without investment we cannot export or import) and the essential input for future productive capacity. It is, therefore, the tangible link to the future between today’s and tomorrows generations. That’s why the investment climate takes on such importance. It’s against this background that Public Private Partnerships have started to emerge as the vehicle through which increased resources can be mobilized to finance investment. PPPs have potential to increase both the level of funds available for investment and the quality of investment, providing particular care is given to the PPP Project life Cycle. If these outcomes are achieved then increased economic growth happens. The typical PPP Project Cycle comprises a detailed and disciplined approach to project preparation and project operation phases. There are no short cuts, otherwise investment quality is compromised and investors and lenders difficult to persuade about participation.



Our approach to PPPs is focused on establishing an effective PPP Project Development Facility as an institution to focus on project preparation and evaluation, to ensure high quality projects are presented to the capital markets and development partners. The PDF is headed typically by a Project Officer and skilled support staff, some of which may be outsourced including the Transaction Officer.
